Southend on sea city council is looking for Senior Regeneration Officer to play a key role in shaping and delivering our ambitious regeneration and place-making agenda. This post is offered on a full time and permanent basis.
As a senior regeneration officer, you will oversee and lead the reporting and monitoring functions of capital and revenue projects, including but not limited to Levelling Up Funding, UK Shared Prosperity Funding, Get Building Funding (GBF), Growing Places Funding (GPF), Local Growth Funding (LGF), and any future projects. You will deliver strategic advice, leadership and recommendations to the Service Area’s Management Team and the wider Corporate Leadership Team for externally funded project delivery, monitoring and performance. You will be responsible for maintaining an overview of all activity, acting as a communication source to project managers across the organisation to ensure that all projects are appropriately integrated and supported across relevant service areas.
As a senior regeneration officer, you will work closely with service leads, acting as a liaison with government departments to ensure that funding is managed, monitored, and spent in accordance with technical guidance and regulatory requirements. You will engage with key internal and external stakeholders including members of the Corporate Leadership Team, Project Managers, Essex County Council, commercial and education partners in regard to the delivery, monitoring and management of inherited, legacy capital programmes from the SELEP and other external sources e.g. DLUHC, DBAT etc. You will work with relevant colleagues across the organisation to secure funding to support projects via bid applications and strategic partnership working. You will also play a crucial role in supporting the coordination of funding applications, ensuring that funds are utilised effectively to align with the council’s economic growth and regeneration objectives.
Although salary range is advertised, salary offered will be dependant on candidate’s experience.
To be successful in this role, a clear understanding of the wider policy context for economic growth and regeneration—including national, regional, and local priorities—will be essential in informing your strategic approach and ensuring the Council’s projects contribute meaningfully to inclusive and sustainable development. Managing complex regeneration, housing, or place-based projects is essential. Demonstrable experience and application of project management skills is also essential for this post.
It is vital that you can positively work at a senior level across multiple work packages providing proactive input and support as appropriate. You will be managing complex relationships inside and outside the Council so strong management skills is essential. Excellent communication and influencing skills are crucial for this role as you will need to engage with stakeholders, from government bodies to community organisations.
The ideal candidate will have experience in project management, financial oversight, and be able to engage with various stakeholders to ensure smooth project delivery. A project management qualification is desirable. A strong proficiency in Excel, and the ability to manage complex spreadsheets, is essential to the role.
