Your new role

Southend-on-Sea City Council is seeking an experienced IT Project Manager to join our ICT team on a 12 month fixed-term contract. This is a fantastic opportunity to play a key role in our digital transformation journey, helping us deliver innovative solutions that improve services for residents and visitors. This post is offered on a flexible, hybrid working arrangement, with most work carried out remotely.

 

As an IT Project Manager, you’ll lead critical projects from start-up through to closure, ensuring delivery within agreed timeframes, budgets, and quality standards. You’ll apply strong governance and project controls, manage risks effectively, and keep stakeholders informed through clear communication and high-quality documentation. You’ll often manage multiple projects across different service areas, coordinating internal and third-party resources to deliver fit-for-purpose solutions. Your ability to prioritise, plan, and maintain momentum will be key to success. This is an exciting opportunity for a proactive leader who thrives in a fast-paced environment and is passionate about delivering digital solutions that make a real difference.

What you'll need to succeed

To be successful in this role, you’ll be an experienced IT Project Manager with a proven track record of delivering complex, high-profile projects on time and within budget. You’ll have extensive experience in IT environments, managing infrastructure, applications, and business change projects, and be confident using both structured and agile methodologies.

 

Strong stakeholder management, leadership, and communication skills are essential, along with the ability to motivate teams and manage third-party providers. You’ll be highly skilled in project planning, risk and issue management, budgeting, and resource allocation, with proficiency in MS Project and the ability to manage complex dependencies.

 

Broad technical knowledge across digital and data, combined with creativity and adaptability, will help you deliver innovative, business-focused solutions. If you’re proactive, comfortable with uncertainty, and committed to continuous learning, this role offers the chance to make a real impact.


You must have either a degree (or equivalent) in a related technical or business discipline or a recognised Project/Programme Management certification such as PMP, PRINCE2, or Agile.
